Fiscal Policy, Public Debt, and Climate Change in Paraguay

This article analyzes the relationship between fiscal sustainability and environmental sustainability. First, the results of the fiscal balance, the evolution of public debt, and the sustainability scenarios of this debt are addressed. Second, the main features of consumption patterns in Paraguay are exposed in order to assess potential contributions of environmental taxation to consumption during the just climate transition. Finally, this article evaluates the potential impacts on public finances of the production and consumption adjustment process to build a low carbon and climate resilient economy.
